Schemes for victims of violence
UN Women’s Safe Cities Global Initiative along with a Core Group by the Delhi government launched the programme to address women’s safety concerns in public places and undertake appropriate measures for the same.
Some key achievements include:
- Delhi Police (member of the Core Group) has passed orders that no jurisdictional dispute is allowed to delay police action/medical assistance to complainant of gender based violence.
- Release of the Guidelines for the care/treatment of victims of violence by the Health Department, besides regular sensitisation of doctors/nurses.
- Self Defence trainings in schools and colleges by the Directorate of Education in collaboration with Delhi Police and,
- Deployment of Marshals in buses by the Transport Department. More than 1500 Marshals have been trained till date.
- Maintenance of Street Lights: Core Group addressed the findings on almost 40,000 dark stretches found in a study by UN Women and Safetipin, a map based technology. Data on Dark Spots was shared with MCDs and PWD in line with the decision taken during the meeting of the Core Group. Resultantly, PWD has ensured installation of lights in almost all 40,000 spots.

Eligibility Criteria
- Minimum age range for seeking admission in the certificate course of one year issued by Department of Training and Technical Education, Govt. of NCT of Delhi is 18 to 25 years and minimum educational qualification is 8th Pass.
- For admission in a certificate course of six month issued by the Department of Women and Child Development, there are no fixed age or education criterions.
Fee structure
In certificate courses of six months the admission fee is Rs. 2 and monthly fee is Rs. 5 per trainee and Rs. 20 per month for students undergoing certificate course of one year. Scheduled Castes and the Scheduled tribe candidates need not pay any fees except the admission fee of Rs. 2.

This scheme provides social security by way of Financial Assistance to Widows, Divorced, Separated, Abandoned, deserted or Destitute women of 18 years and above who have no adequate means of subsistence and are poor, needy and vulnerable.
Quantum of Assistance and Mode of Payment
The rate of assistance is Rs. 2500 per head remitted to the bank account of the beneficiary on a quarterly basis through ECS of RBI or PFMS.
The assistance becomes payable from the next month of application.
This scheme provides financial assistance to the poor widows for performing the marriage of their daughters(upto two daughters) in the form of a one time grant. It provides financial assistance to the guardians including Homes/Institutions or foster parents of an orphan girl for her marriage.
Quantum of Assistance and Mode of Payment
Quantum of Assistance is Rs. 30,000 only in the form of account payee cheque in the name of Applicant or through ECS.
Eligibility Criteria for Both Categories
(i) She has been residing in Delhi for more than 5 years preceding the date of application.
(ii) Her family’s annual income does not exceed Rs. 60,000
(iii) She has a ‘singly- operated’ account in any bank for receiving the payment through electronic clearing system.
(iv) She is not receiving any pension from Central Govt./State Govt./MCD and/or NDMC or any other source for this purpose.
Besides the above mentioned criteria the following two criterias are essential under Widow’s Daughter Marriage Scheme
(a) The girl for whose marriage the Financial Assistance is sought, should be major on the date of marriage i.e., above 18 years of age
(b) In case of a Widow applicant the Financial Assistance can be granted for performing marriage upto two daughters only.
The STEP programme aims to increase the self-reliance and autonomy of women by enhancing their productivity and enabling them to take up income generation activities. It provides training for skill upgradation to poor and asset less women in the traditional sectors viz. agriculture, animal husbandry, dairying, fisheries, handlooms, handicrafts, khadi and village industries, sericulture, social forestry and wasteland development.
Objectives:
- To mobilise women in small viable groups and make facilities available through training and access to credit.
- To provide training for skill upgradation.
- To enable groups of women to take up employment-cum-income generation programmes by providing backward and forward linkages.
- To provide support services for further improving training and employment conditions of women
The scheme is implemented through Public Sector, Organisations, District Rural Development Agencies, Federations, Co-operatives and Voluntary Organisations registered under the Societies Registration Act, 1860 or under the Corresponding State Acts. Recipients of financial assistance under STEP are required to be bodies, organisations or agencies working in rural areas, although their headquarters may be located in an urban area.
This programme, partially assisted by NORAD, aims to improve the lives of poor women by training them in traditional and non-traditional trades viz. electronics , watch assembly, basic and advanced computer training, garment making, secretarial practice, embroidery etc. and to ensure their employment in these areas.
Objective
To train women, preferably in the non-traditional areas and to ensure their employment.
Implementing Agencies
The scheme is implemented by Public Sector Undertakings, Corporations, Women’s Development Centres of Universities and Voluntary Organizations registered under Societies Registration Act, 1860 or corresponding State Act.
Target Groups: Poor and needy women in urban slums and rural areas and women from weaker sections such as Scheduled Castes and Scheduled Tribes.
Pattern of Assistance: Under the scheme financial assistance would cover:
- Construction of shed for training-cum-production purpose if required.
- Training cost.
- Stipend to the trainees and attendance performance incentive wherever eligible.
- Training kit necessary for training-cum-production.
- Dormitory facilities for the working women, if required.
- Seed money as initial working capital, if required.

Under ‘Pradhan Mantri Matru Vandana Yojana’ (PMMVY), a cash incentive of Rs. 5000 is provided directly in the account of Pregnant Women and Lactating Mothers (PW&LM) for first living child of the family subject to their fulfilling specific conditions relating to Maternal and Child Health.
The Scheme envisages providing cash incentives amounting to Rs. 5,000 directly to the Bank or Post Office Account of PW&LM during pregnancy and lactation in response to individual fulfilling specific conditions as detailed below:
- First Installment on Early Registration of Pregnancy – Rs. 1,000
- Second Installment Received at least one antenatal Check-up (after 6 months of pregnancy) – Rs. 2,000
- Third Installment on registration of child birth and immunization of child with first cycle of BCG, OPV, DPT and HepatitisB or its equivalent/substitute: Rs. 2,000
The eligible beneficiaries would receive the remaining cash incentive as per approved norms towards Maternity Benefit under the existing scheme after institutional delivery so that on an average, a woman will get Rs. 6,000.
All Pregnant Women and Lactating Mothers, excluding PW&LM who are in regular employment with the Central Government or the State Governments or PSUs or those who are in receipt of similar benefits under any law for the time being in force are eligible.
The primary objective of SRCW is to work for holistic empowerment of women in the State cutting across sectors. It will facilitate Government and other stakeholders involved in women empowerment issues to implement Gender sensitive programmes, laws and schemes through effective coordination. SRCW will regularly review and evaluate existing policies, programmes and legislations impacting women and bring suitable recommendations before the State Mission Authority (SMA) and National Resource Centre for Women (NRCW) for suitable measures. It will work for the convergence of women centic programmes / schemes of various central and state governments and Gender concerns integral to the planning process. SRCW shall create an environment through awareness generation to fuel demand by women for schemes / programmes and facilitate the process through which the gap between demand and supply can be reduced. The objective of the scheme is to provide financial assistance to Mahila Mandals/Self Help Groups for training/orientation for members of the Mahila Mandal/ Self Help Groups for generating their own activity for self-employment. This Scheme is applicable to all the Mahila Mandals/Women’s Self Help Group duly registered before the competent authority within the territory of Goa
Eligibility: Each Mahila Mandal shall fulfill following conditions to avail the scheme of grant in aid and financial assistance has valid registration with the competent Authority:
- The Mahila Mandal should have valid registration with the Competent Authority.
- Each group shall submit the project report specifying the activities / training and list of prospective beneficiaries with educational details.
- here shall be minimum 20 members for training / orientation.
Financial Assistance:
- Under the scheme an amount of Rs.5,000 shall be sanctioned as annual grants to the registered Mahila Mandal for successful functioning in the Goa State.
- Financial assistance of Rs. 2,000 shall be sanctioned to the registered Mahila Mandals having at least 20 members for undertaking any gainful self-employment activity/training/orientation in the activities.
- Resource persons may be provided by the Directorate for each course of activity through CDPOs. An amount of Rs. 200 will be paid per day per course as fixed honorarium and also travel allowance (actual bus fare) will be applicable to Master Trainers/Instructors traveling in the Taluka outside his/her jurisdiction.
Application Procedure
Application for Financial assistance shall be submitted through the CDPO of the concerned block, Mukhya Sevika at the village level of the respective block in the prescribed format with the following documents:

The Government of Gujarat decided to formulate the Nari Gaurav Niti (GEP) in the year 2002. Gujarat Government formulated the Nari Gaurav Niti Policy with a view to create awareness in all its Administrative Departments on the socio-economic-educational and developmental sector of women and benefit them through the policy by active involvement of departments for timely modus operandi.
It consists of action plans and monitoring mechanisms and addresses public as well as private sectors. The autonomous Gender Resource Centre provides technical inputs in implementation and monitoring of the policy at State level. Working groups are formed and a series of deliberations take place on all aspects of gender equity and equality.
Gujarat is suffering from one of the worst outcomes of gender based discrimination, i.e. declining male-female sex ratio. The state average of child sex ratio (0-6 years) declined dramatically from 928 in 1991 to 878 in 2001. To address this issue various efforts are being made, one of the major being the ‘Beti Bachao Campaign’ that was launched by Honorable Chief Minister on the occasion of World Women’s Day in 2005. Gender Resource centre, an autonomous body, was an active partner of the campaign who was involved in documentation and publications with a realization that it could play a vital role in changing the perception of the society in general on such important issue.

This is a State scheme under which destitute or deserted women and widows of 18 years or above are given pension as per eligibility criteria laid down in the rules of the scheme.
Rate of Allowance: Rs. 1,800 per month
Eligibility Criteria:
A women of age 18 years and above is eligible for grant of pension under the scheme if she is domicile of Haryana and has been residing in Haryana State for the last one year at the time of submission of application and her own income from all sources is below Rs. 2,00,000 per annum and further any one of the three conditions are fulfilled:
i.) She is a widow; or
ii.) She is destitute without husband, parents and son(s): or
iii.) She is destitute due to desertion or physical/mental incapacity of,
- a) Husband in case of married women; or
- b) Parents in case of other women.
Women employed by any Government or by any Local/Statutory Body or any organization substantially financed by any Government or Local/Statutory Body or those drawing pension or family pension there from will not be eligible under this Scheme.

This scheme is being implemented to honour the girl child and to ensure that the girls from poor families and daughters of widows/destitute women, sports women and orphan girl children, are married gracefully. For this purpose, a grant is given to the following persons for the celebration of marriage of their daughters under this scheme. The applicant will submit his application before the date of marriage. If the application is being made after marriages it must be made to the District Welfare Officer (if within 2 months of marriage) or to the Deputy Commissioner (if within 6 months of marriage). The Supreme Court of India in a criminal appeal No.135,2010 titled Buddha Dev Karmaskar & state of West Bengal, had issued directions to the Union Of India and all the States and Union territories to formulate schemes for rehabilitation of physically and sexually abused women through technical and vocational training. In pursuance of the decision of Hon’ble supreme court of India, a scheme namely “VISHESH MAHILA UTHAAN YOJNA” has been implemented in the State by the department vide notification No. SJ&E AE(2)-12/2011 Dated 18/08/2011 and women are provided vocational training under this scheme in selected ITI’s of the State.

State homes are set up for housing destitute, widow and the women who are in moral danger. Department is running one state home at Mashobra in Shimla Distt. These inmates get free residence and free meals. With a view to rehabilitating them, they get various skill training in the state home so that after leaving they can earn and be rehabilitated. After leaving the state home, the department provides a grant of Rs 20,000 per inmate for her rehabilitation.

Indira Gandhi Matritva Sahyog Yojna(IGMSY) is a centrally sponsored Scheme and is being implemented on pilot basis in one District of Himachal Pradesh i.e. Hamirpur since 2010-11. IGMSY scheme is being implemented through ICDS platform and Anganwadi Centres are the focal points for the delivery of services to the pregnant and lactating women. A monthly pension of Rs. 1000/- is provided to men above the age of 60 years, women above the age of 55 years, widow/divorcee above 40 years of age & physically Challenged persons with disability of 40% or above. The scheme targets old age, widow, disabled and BPL beneficiaries. The identified beneficiaries under all the three components of this pension scheme must be poor ,have meagre sources of income to sustain their Livelihood.
This Scheme provides a one time grant of Rs- 25000 cash and cost of 5g of gold to the girl (Above 18 yrs & whose family income is not more than 75000/- per Annum) whose marriage is to be solemnized soon.
The Scheme provides food, shelter and clothing and Medicare to the poor girls and women. The girls are provided education facilities also. The admission is given to girls/women irrespective of community class/category subject to the condition that they are orphans, neglected or belong to poor families. To provide counseling and necessary timely help to women who are victims of various atrocities.
The objective of this scheme is to provide counseling legal assistance, temporary shelter and financial relief is provided to the victims of rape, sexual harassment, domestic violence and dowry harassment.
Santhwana Centre’s are being implemented through NGOs funded by the Department.
- Santhwana Centres are functioning 24*7 with a counselor and 3 social workers to provide assistance to women in distress.
- Rs.2000 to a maximum of Rs.10000 are provided as financial relief With the consent of district committee to women who are victims of various atrocities.
- At present 196 Santhwana centres are functioning at Taluk and District level.
The objective of this scheme is to provide financial relief of Rs.25000 to women who are victims of various atrocities within 24 hours of lodging F.I.R.
- Maximum of Rs. 2,00,000 will be provided for extended medical relief for each case.
- Rs.1,00,000 will be provided as death relief in case of death of victim due to rape atrocities and acid attack.

- These units functions 24*7 and also provides services of toll free Women’s Helpline 181.
- In these Units medical officers, legal counselors, Police officers, counselors and Social case workers are functioning for provide essential services.
Welfare Schemes
Encouraging Women to take loans from banks and other financial institutions to take up income generation activities listed by Karnataka State Women Development Corporation (KSWDC) or other profitable activities for which KSWDC assists in the form of Subsidy.
- For Women belonging to scheduled caste and scheduled tribe unit cost is Rs. 1,00,000 to maximum of Rs. 3,00,000. Subsidy is 50% of the loan amount, Income limit of the family should be below Rs. 2,00,000.
- For Women belonging to special category widowed, general category maximum unit cost is Rs. 1,00,000. Subsidy for special category Women is 30% or maximum Rs. 10,000 and subsidy for general category is 20% of maximum Rs. 7,500. Subsidy will be released to the District Managers/Deputy Directors of women and Child Development of the concerned districts against the loan amount sanctioned by the banks after imparting EDP training to selected beneficiaries.

Women belonging to vulnerable groups and under difficult circumstances are provided with skill development training to take up self employment in various fields as per their need and interest.
- For Women who are willing to set up small businesses are provided with necessary training on project report preparation, general accounting, materials management and marketing.
- Widows, destitute Women, Physically handicapped and SC/ST Women are given preference and no income limit is fixed.
- For others, annual family income limit is Rs. 40,000

- Beneficiaries should possess required educational qualification for various skill development training.
- On the eve of International Women’s Day, State level exhibitions are conducted for facilitating budding Women entrepreneurs to exhibit and sell their products. Similar programmes are also conducted at district and taluk level.
- Potential Women entrepreneurs will be encouraged to participate in the State level exhibitions.
Counselling centres are established at district level to guide the Women regarding various government Schemes to help Women to take up self employment along with publicity of KSWDC Schemes. And also creating a data bank.
These centres conduct sensitization-training programs to create awareness among the officers of different departments, college students and elected representatives, regarding gender sensitization, equality and other relevant subjects.
It is intended to provide interest free loan of Rs. 1,00,000 to Rs. 2,00,000 to Stree Shakthi SHGs to establish their own entrepreneurship or smaller unit for taking up the viable economic activities.
Under this Scheme financial assistance of Rs. 50,000 (Rs. 25,000 loan and Rs. 25,000 incentive) is provided to the sex worker for self employment.
In order to bring transgenders to the mainstream of the society they are provided with financial assistance of Rs. 50,000 (Rs.25,000 loan and Rs. 25,000 incentive) to take up income generating activities and become self employed.
This Scheme was started during 2015-16. Under this Scheme Women entrepreneurs are eligible to obtain loan of Rs. 5,00,000 to Rs. 2,00,00,000 lakhs from Karnataka State Financial Corporation (KSFC) to start small and medium industries and services sectors at interest rate of 14%. Out of which 10% of interest share will be paid by Karnataka State Women’s Development Corporation. This 10% interest amount will be paid up to 5 years after sanctioning of the loan by KSFC. 12 months leisure period is fixed for repaying the principal amount. The interest part of KSWDC will be adjusted after 4% of interest paid by the beneficiary. The interest subsidy will be applicable for a total period of 5 years from the date of sanction of loan.
This Scheme is implemented from the year of 2016-17. Under this Scheme an amount of Rs. 10,000 is being given to Women street vendors.
Under this Scheme financial assistance of Rs. 50,000 (Rs. 25,000 loan of Rs. 25.000 subsidy) is given to women who are HIV infected, to take up income generating activities.
This Scheme is being implemented from 2017-18 and was launched on 27-02-2018 in order to encourage District Sreeshakthi Federations. Each Sreeshakthi Federation is provided with Rs. 10,00,000 interest free loan.
To encourage education among rural girls and also to prevent school dropouts in backward taluk and rural areas.
Objectives
- Girls studying in pre-metric and post-metric govt./aided educational institutions are provided boarding facilities in these hostels.
- These hostels are funded by the department for staff honorarium, building rent and food allowance.
- At present 41 hostels are functioning throughout the State, out of which 20 pre-metric and 21 are post-metric.
- Apart from this, timely funds are released for purchase of utensils and furniture.
- Action has been initiated to install CC TV in all the hostels for the safety & security purpose.

Objective
Realizing the need to provide some sort of support of financial support to all victims of sex crimes and highly heinous gender based violence, the State Government have announced the setting up of a corpus fund of Rs. 300 Lakh for providing interim relief to such victims in the state budget of 2018-2019.
A corpus fund Rs.300 Lakh will be created by Government and maintained by the Department of Women & Child Development for release to victims of sex crimes, domestic violence, acid attacks & heinous gender based violence. This amount will be released irrespective of the Victim Compensation Fund or any other compensation given under legal provisions.

A scheme to prevent trafficking of women and children for commercial sexual exploitation through social mobilization and involvement of local communities, awareness generation programmes, generate public discourse through workshops/ seminars and such events and any other innovative activity.
Objectives
- To facilitate rescue of victims from the place of their exploitation and place them in safe custody.
- To provide rehabilitation services both immediate and long term to the victims by providing basic amenities/needs such as shelter, food, clothing, medical treatment including counseling, legal aid and guidance and vocational training.
- To facilitate reintegration of the victims into the family and society at large.
- To facilitate repatriation of cross-border victims to their country of origin.
Target group
Women and children who are vulnerable to trafficking for commercial sexual exploitation. Women and children who are victims of trafficking for commercial sexual exploitation.
Implementing agencies
The implementing agencies can be the Social Welfare/Women and Child Welfare Department of State Government, Women’s Development Corporations, Women’s Development Centers, Urban Local Bodies, reputed Public/ Private Trust or Voluntary Organizations. The organization must have adequate experience in the field of trafficking, social defence, dealing with women and children in need of care and protection, children in conflict with law etc.
Eligibility
The implementing organizations must fulfill the following eligibility conditions:
- The agency should be registered under law and must have a properly constituted Managing Body with its powers, duties and responsibilities clearly defined and laid down in its Constitution;
- The organization must not work for the profit of any individual or body or individuals;
- It should ordinarily have three years experience after its registration;
- Its financial position should be sound;
- It should have facilities, resources, experience and personnel to initiate the scheme for which assistance is sought
This programme under the Life Insurance Corporation’s Social group scheme provides insurance coverage to Anganwadi workers and helpers. The scheme which began in April 2004 is optional for the Anganwadi workers and helpers.The total annual premium per member is Rs.280/-. Of which, Rs.200/- is for the Janashree Bima Yojana and Rs.80/- for critical illness benefit.
Welfare Schemes
Loans are granted to economically weaker women of general/ forward communities for self employment. Under this scheme, women belonging to the backward classes are provided with the loan for opening or developing a venture.
New Swarnima Scheme is a special scheme for women belonging to backward classes and who are living below double the poverty line. The objective of the scheme is to develop self reliance amongst women beneficiaries of the target groups by facilitating easy credit facilities for setting up viable economic activities.
Towards the fulfillment of the overall objectives of empowerment and development of Backward Classes in the country, KSBCDC promises financial assistance on loan basis to eligible beneficiaries.
The concept of micro finance for self-employment loans involves financing for small-scale enterprises either individually or in groups. This scheme is carried out through legally registered NGO/SHGs which consist of up to 20 persons. The group should be homogenous with about 75% of the members belonging to minority communities.
The loan shall be granted to women members of scheduled classes as notified by the central government and state government from time to time. The annual family income of the applicant must be below Rs. 98,000 in rural areas and Rs. 1,20,000 in urban areas. KSWDC (The Kerala State Women’s Development Corporation Ltd) is operating for the betterment of women in Kerala. The body came into being in the year 1988 with a mission to address the advancement of women within the state.
Parinayam is a novel initiative of Social Justice Department for providing Marriage Assistance to physically handicapped girls and the daughters of physically handicapped parents. Through this scheme an amount of Rs.30,000 will be provided to the beneficiaries as one time assistance.
Eligibility criteria
- Combined Annual family income should not exceed Rs 1,00,000
- Applications for Assistance can be submitted for the marriage of 2 daughters. The only condition applicable is that the application for a second child’s marriage can be submitted only after 3 years after the initial grant of allowance.

This scheme implemented by the Social Justice Department provides a financial assistance of Rs 2,000 to visually impaired mothers for the aid and nurture of the baby after delivery and for the preparation of basic amenities. When a person commits a crime and gets sentenced for imprisonment, his family is vulnerable to financial instability, poverty, debt and potential housing disruption. They often get stigmatized and marginalized in the society following the incarceration of a family member. Due to the poor financial conditions the family members find it difficult to ensure proper education for their children and marry off their daughters. Social Justice Department has been implementing various Probation and Aftercare schemes for the upliftment of such target populations.
Department of Social Justice has implemented a noble initiative which provides financial assistance for the marriage of the daughters of those who have been undergoing imprisonment for more than 2 years. The maximum amount of financial assistance will be Rs. 30,000/- per person, during the first phase of the scheme as many as 20 such families will be given assistance.
Eligibility criteria:
(1) Either the father or the mother should be undergoing imprisonment for more than two years.
(2) The applicant must belong to BPL category.
(3) The assistance can be sought after six months of marriage and within one year.
(4) Copy of the Ration card has to be submitted along with the application form.
(5) Attested copy of Marriage certificate.
(6) Declaration from Ward member/Councillor showing that the couple is residing together in the given place of address.
(7) The assistance will be offered to a maximum of two women from a family.
Financial assistance will be handed over to the father, mother or daughter based on the report submitted by the District Probation Officer. The amount will be transferred to the respective person’s bank account. The duly filled application form along with supporting documents has to be submitted through the concerned Jail Superintendents / Probation Officers.

The training is being imparted to inmates of welfare institutions to develop skills in saree designing embroidery, making of carry/Rexene/paper bags, office stationery etc. This job oriented training programme is implemented through STED. This has enabled the women inmates to make productive use of their time as well as to generate an income for their own personal needs.
The Government of Kerala envisages the scheme called Mangalya to encoverage widow remarriage. The scheme imparts financial assistance for the widows/divorced women to remarry.

Kerala Startup Mission (KSUM) supports women startups with a soft loan scheme for an amount limited to Rs.15 Lakhs as working capital for implementing works and projects received from the Govt. departments and Public Sector Undertakings in Kerala.
Government of Kerala vide G.O (Rt) No. 225/2019/ITD dt 21.11.2019 released an order for the above and accorded sanction to KSUM for implementing the soft loan scheme to women startups based on predefined eligibility.
The soft loan will have 6% simple interest and must be repaid in 1 year or on completion of the project with full settlement whichever is earlier.

“Usha Kiran Scheme” has been launched for intensive publicity of provisions of domestic Violence Act, 2005, as per the directives of the Honorable Supreme Court. Help centres are also established at the district level. There is provision to provide shelter to women affected by domestic violence in existing Nari Niketans. The Department of Women and Child Development, Madhya Pradesh is implementing this scheme.

Welfare Schemes
This scheme is being implemented by the Health department of Madhya Pradesh. The scheme aims for safe delivery of babies so that Maternity. Mortality Rate is reduced. Under Janani Suraksha Yojana (JSY) the government provides cash incentive for pregnant mothers to have institutional births as well as pre- and ante-natal care. Transport is made available to pregnant women under ‘Parivahan Yojana’. During the last two and half years more than ten lakh women have taken benfit of Janani Suraksha Yojana. The scheme has proved to be successful in urban as well as rural areas. Under the scheme a sum of Rs. 1400 is given to pregnant women in the rural areas and Rs.1000 in the urban areas. The person who brings the pregnant woman to hospital for delivery is given Rs. 600 in the rural areas and Rs. 200 in the urban areas.
The department of labour, Madhya Pradesh, is implementing this scheme. Under this scheme pregnant women working as a construction labour are given the benefit of 50 percent of wage for 12 weeks and a sum of Rs 1000 to meet the expenditure on delivery. Women can take benefit under this scheme twice in a lifetime.
Tackling endemic Malnutrition among women and children especially in tribes remains the single most important challenge before the state government. To reduce the percentage of malnutrition among the tribal area, the department of Women and Child Development has separately started a project named “Project Shaktiman” in 39 tribal clusters, which has been identified from 19 tribal dominated districts. A mapping exercise was done to select 38 blocks having a high percentage malnutrition rate among children (0-5 years) of tribal population. This project will help to prevent and reduce malnutrition rates in young children, reduce IMR and MMR through integrated approach, reduce anemia among and adolescent girls, help in improving awareness about personal hygiene, safe drinking water, sanitation and cleanliness and will also improve Vitamin-A

With this in mind, the WCD Dept. is implementing Manodhairya Scheme in the State. Financial Assistance of Rs.1,00,000 and in special cases Rs. 10,00,000 is provided to the victims. Based on the requirement, rehabilitation of victims and their dependents by way of shelter, counselling, medical and legal support, Education and Vocational Education is carried out.

Welfare Schemes
In order to cater to the needs of destitute, orphan, widow, deserted wife and women in distress the Department of Social Welfare have set up the three training centres to provide vocational skills and training in knitting, tailoring, embroidery and weaving so as to enable them to be self supported and self employed.
On completion of training, the passed out trainees are given a token grant of Rs.3500 to Rs.5000 each to enable them to start their own ventures.
The Department of Social Welfare in collaboration with Ram Krishna Mission, Shillong introduced the scheme in 1995 for providing training in computer Operator and Programming to destitute, orphan, deserted women so as to enable them to be economically independent.
The Scheme aims at empowering women socially and economically through the establishment of Women Self Help Group, Integration and Convergence of other related schemes available with the different Departments.

Under the Scheme of financial assistance to voluntary organisations the Ministry of Women and Child Development (MWCD) provides assistance in the form of grants-in-aid for construction of hostel buildings for working women. The objective of the scheme is to provide safe and economical hostel accommodation to women employees who posted outside their hometown. In Meghalaya three NGO’s viz. Young Women Christian Association, Khasi Jaintia Presbyterian Synod Shillong and Garo Baptist Convention Tura were funded by MWCD. The Young Women Christian Association and Khasi Jaintia Presbyterian Synod Shillong have accommodated 54 and 84 working women respectively.
The programme of STEP launched in 1987 aims to upgrade the skills of poor and marginalised women. The objective is to provide employment to them on a sustainable basis in the traditional sectors of agriculture, veterinary, fisheries, handlooms and handicrafts. Meghalaya Apex Handloom Weavers and Handicrafts Co-operative Federation received assistance from Govt. of India under STEP for training women in Handloom and Sericulture.
Under the scheme which is assisted by Norwegian Agency for International Development (NORAD) projects of skill development and training of achieving self-reliance through income generation for women are supported. These projects of training for income generation are in the non-traditional trades and are funded by the Department of Women and Child Development. The State Level Empowerment Committee for NORAD was constituted and a number of NGO’s were recommended to Govt. of India for sanction under the scheme. Viz; St. Xavier of Christ Jesus West Garo Hills and Salesian Sisters of Northern India Auxilium Convent Nongthymmai, Seng Kynjoh Shaphrang Ki Kynthei Kyndong Tuber, Jaintia Hills, Okkapara Mahila Samity, West Garo Hills, Garobadha Women Society, FNA Outreach for underprivileged Women and Children (OUWC), Golflink Belfonte and WISE Social Service Centre, St. Mary’s Convent, Laitumkhrah. During 2009-10 two more organisations received grants-in-aid under NORAD Scheme i.e. 1) Bakdil P.O. Lower Chandmary, Tura and (2) Women’s Economic Development (WEDs) Modaltilla Hawakhana, Tura.
National Nutrition Mission a new scheme introduced by the Government of India during 2002-03 for implementing subsidized foodgrains to adolescent girls, expectant and nursing mothers belonging to Below Poverty Line families and undernourished. The objectives of the programme are to reduce malnutrition, elimination of micronutrients deficiencies relating to iron, iodine, vitamin A etc. and reduction of chronic energy deficiency. In Meghalaya, East Khasi Hills District has been selected for covering seven ICDS Projects. The programme is to be implemented in the lines of growth monitoring, weighing and identification of undernourished by distribution of 6 kgs of food grains (wheat/rice) based on local habitual through Public Distribution System. Training in growth monitoring, weighing, health and nutrition education, health check up, referral services and to conduct IEC programme and purchase of weighing scales. The programme is to be implemented through a convergence approach with the Department of Food and Civil Supplies and the Deputy Commissioner of the concerned district for necessary arrangement of food grains and distribution through the Public Distribution System.

A scheme to prevent trafficking of women and children for commercial sexual exploitation through social mobilization and involvement of local communities, awareness generation programmes, generate public discourse through workshops/ seminars and such events and any other innovative activity.
Falling under the Ministry of Women and Child Development, STEP scheme is being conducted with the objective of providing training of self-employment to women on traditional enterprises like agriculture, animal husbandry, dairy, matting, horticulture etc. Women are trained with the cooperation of Non-Government Organisations. The beneficiary for this Scheme are women of 16 years and above.
Launched on 1st June 2011, is an initiative to assure free services to all pregnant women & sick neonates (up to 1 year after birth) accessing public health institutions and was implemented in Nagaland from 1st of September, 2012. The scheme envisages free drugs & consumables (IFA, calcium supplementation, de worming etc), free provision of blood, free diet during stay in the health institutions (up to 3 days for normal delivery & 7 days for caesarean section) and free transport from house to the government health facility, between facilities, in case she is referred to higher facility on account of complications and also drop back home after 48 hours of delivery
The Department of Science and Technology has a very successful production unit for sanitary napkins. The products are of high quality, cost effective, hygienic and environment friendly. High quality raw materials are being used in the making, though the price is always the lowest. The reason behind this project is to create awareness among the women and the girl groups on the use of safe sanitary napkins and panty liners for personal hygiene. Women and girls living in the rural areas generally do not maintain cleanliness during the menstrual period, and as a result they automatically become the host of many infectious diseases. And it is hoped that the successful implementation of the programme will definitely control the spread of vulnerable diseases, and maintain a clean environment.
NOTE: The project is totally funded by the Govt. of Nagaland. The finished products are available during the office hours at Science & Technology Complex, Kohima, Nagaland.
During 2017-18, the Department has opened a new training-cum-production centre at Purana Bazaar, Dimapur. Training programmes on tailoring and knitting are being provided to school dropout girls. During the first year of implementation, the seating capacity is limited to 25 only. However, in the coming years, the seating capacity is expected to go as high as 75 per year with the introduction of other skill development programmes.

NRLM aims to reduce poverty through building strong self managed and self-governed grass root institutions of poor Self Help Groups (SHGs) and their village level organizations by enabling the poor households to access gainful self-employment and skilled wage employment opportunities resulting in significant improvement in their livelihoods on a sustainable basis. These community institutions ensure space, voice and resources for the poor and for reducing their dependence on external agencies and also focus on training and capacity building of the poor to ensure that they are provided with the requisite skills for managing their institutions, livelihood for enhancing their credit absorption capacity and credit worthiness. Also a multi-pronged approach for training and continuous capacity building of the government functionaries, banker and other key stakeholders is provided. Particular focus is given to develop and engage community professionals, community resource persons for capacity building of SHGs and their federations and other collectives.
The primary objective of Mahila Kisan Sashaktikaran Pariyojna (MKSP) is to empower women in agriculture by making systematic investment to enhance their participation and productivity, and also create and sustain agriculture bases livelihood of rural women. By establishing local resource based agriculture, wherein women in agriculture contribute substantially over the production resources and manage the support systems, the project seeks to enable them to gain better access to the inputs and services provided by the government and other agencies.

Schemes for victims of violence
In this Home, widows and destitute women along with their children get a cash dole for their livelihood and clothes. The assistance has been enhanced to Rs 2000/- Per Month per beneficiary from 1-4-2015. Apart from this, they get free accommodation, electricity, water and medical assistance. New admission is done on the recommendation and approval of Head of department. The capacity of home is 250 inmates.
The Department is running Training-cum-production Centre at Jalandhar, where the inmates are provided technical training in cutting, tailoring embroidery, leather /plastic goods and to make the uniform of the employees of the Police Department etc. They are provided wages for the work done by them.
The Punjab Government is implementing the Immoral Trafficking Prevention Act, 1956 and one Protection Home has been set up at Jalandhar for this purpose. The inmates of this home are provided free boarding, lodging, medical facilities, vocational training in cutting/tailoring and embroidery etc.

The Ministry of Women and Child Development launched the “Mahila E-haat” a unique direct online marketing platform to meet the aspirations and needs of women entrepreneurs/SHGs/NGOs. The USP of this online marketing platform is facilitating direct contact between vendor and buyer.
The Platform is easy to access as the entire business of E-haat can be handled through mobile devices. The vendors can be approached by the buyer physically, telephonically or by email, etc. The scheme aims at empowering and ensuring financial inclusion of Women in the economy by providing continued sustenance and support to their creativity through the marketing platform.
Under the National Rural health Mission (NRHM) which is one of the flagship programmes of the Central Government, ASHA is a very important component envisaged with the aim to link between peripheral health systems and people at grassroots level.
The Government of Sikkim, appreciating the work done by ASHA has approved the honorarium of Rs. 3000 per month which is being given w.e.f 1st April 2011. Sikkim is the only state in the country paying honorarium to the ASHAs. This will motivate them to work even better and thus help in achieving a large number of goals concerning rural health.
Indira Gandhi Matritava Sahayog Yojana (IGMSY) – Maternity Benefit Programme (MBP), a financial benefit scheme for pregnant and lactating mothers, was launched by the Ministry of Women and Child Development in the year 2010-11. West District of Sikkim was selected as one of the pilot districts from Sikkim till January 2017. From February 2017 remaining 3 Districts (East, North and south) are also covered under this Scheme. The Scheme is being implemented using the platform of Integrated Child Development Services (ICDS) through the State ICDS Cell at the State Level and District Cell at the CDPOs Office. Each pregnant and lactating mother will receive a total cash incentive of Rs.6000 between the second and third trimester till the child attains the age of six months subject to fulfillment of certain conditions.
The Indira Gandhi National Widow Pension Scheme is provided to widows in the age group of 40 to 64 years belonging to a household of Below Poverty Line category. The Ministry of Rural Development, Government of India provides a sum of Rs. 300/- per month. In addition to this the State Government too grants an amount of Rs. 1200/- per month, thus a beneficiary receives an amount of Rs. 1500/- per month from July 2017 onwards.

Free supply of Sewing Machine Scheme is being implemented by the Social Welfare and Nutritious Meal Programme Department, in order to enhance the income of widows, deserted wives, women from economically weaker sections, differently abled men and women, and socially affected women through self-employment.
The cloth for the Free Supply of Uniform Scheme is being supplied by the Department of Textiles and Handlooms to the 32 cutting centers functioning under the control of the Social Welfare Department. The cloth cut in the cutting centers are given to the concerned Tailoring societies for stitching the uniform and the stitched uniforms are delivered to the 413 AEEOs and 67 DEOs of the education department through these societies.
Women Tailoring Training Centers are functioning at Salem and Tiruvannamalai exclusively for the tribal women. In these centers, 35 tribal women are trained every year.

Widows, deserted wives, economically backward women and girls rescued from child marriage who are neglected by their families are taken care of in the Service homes. Nine Government Service Homes, one each at Chennai, Salem, Cuddalore, Thanjavur, Tirunelveli, Sivagangai, Madurai, Krishnagiri and Perambalur are functioning in Tamil Nadu. The Service Homes provide suitable accommodation, food, health and medical facilities. The inmates can also pursue their schooling if they have discontinued their studies. The widows and deserted wives are also permitted to bring up their children in a conducive atmosphere in these Service Homes. A maximum of three children can be kept by a mother. While the Girl children are provided education upto XII Standard, male children are provided with the educational facility in the Service Home itself upto V Standard. Vocational skills are also provided to enable them to have economic sustainability. Life skills viz., computer training, spoken english and counseling for selection of higher studies and future career guidance are also provided in these homes.
Opening up of new avenues of employment in urban areas has motivated many young women to take up employment away from their homes and cities. Due to the rise in prices and high rentals, the cost of living has gone up. Girls from poor and middle class families find it difficult to manage financially in their new places of employment with the meagre income they get. In order to help such working women, the Government runs 28 Working Women Hostels.
Administrative approval has been given to start 14 more new working women hostels. Women who earn upto `25,000 per month at Chennai and `15,000 per month in other places are eligible to get admission in these working women hostels. They have to pay a monthly rent of `300 in Chennai and `200 in other places. Sharing system is followed for food expenses, electricity and other charges. The staff salary is paid by the Government.
The primary objective of SRCW is to work for holistic empowerment of women in the state cutting across sectors. It facilitates government and other stakeholders involved in women empowerment issues to implement Gender sensitive programmes, laws and schemes through effective coordination. SRCW regularly reviews and evaluates existing policies, programmes and legislations impacting women and bring suitable recommendations before the State Mission Authority (SMA) and National Resource Centre for Women (NRCW) for suitable measures. SRCW creates an environment through awareness generation to fuel demand by women for schemes/programmes and facilitates the process through which the gap between demand and supply can be reduced.
The State resource Centre for Women (SRCW) in Tamil Nadu has been established as per guidelines of National Mission on Empowerment of Women at the Commissionerate of Social Welfare. The Commissioner of Social Welfare is the Nodal Officer for SRCW. The staff of SRCW have been positioned and various activities of SRCW have been initiated from 27.01.2014.

Institutions are being run under the scheme viz., Service Homes, State Homes, Rescue Homes, Working Women (WW) Hostel, Old Age Home and Home for Collegiate Girls
Rescue Home
The rescue home was sanctioned under S.I.T.A. Act, (Suppression of Immoral Traffic Act) to accommodate women who are rescued by the Police and are facing trial in the court and are given shelter during the trial period. At present the Rescue Home is functioning at Kukatpally, Hyderabad with sanctioned strength of 30 inmates. During their stay, they are provided free shelter, food, clothing, medical care and training in skill development
Service Homes
These homes have a sanctioned capacity of 50 to 150 women and 25 to 60 children. The main aim of the scheme is to provide rehabilitation to socially and economically deprived categories of women in the age group of 18-45 years. They are provided free food, shelter and clothing and allowed stay for a period of 3 years. During this period the inmates are given formal education and necessary skill training in various trades to establish their self-employment units
State Homes
These homes have a sanctioned capacity of 75 women and 25 children each. These homes are meant for Women discharged from Correctional Institutions and Women in distress. They are provided free food, shelter and clothing and allowed to stay for a period of 3 years. During their stay formal education and employment oriented training is imparted. Most of the candidates are referred by the Police Department under various cases like child marriage, rape, kidnapping etc
Working Women’s Hostels
There are16 Working Women Hostels functioning in the State. These hostels are self- reliant and managed on co-operative basis and provide food, shelter and other facilities including security to the middle class working women on payment of the charges prescribed by the Government. The sanctioned strength of WW hostels vary from 45 to 80 inmates
Old age Homes for Women
The Department is having two Homes functioning in the State, one at Hyderabad and Chittoor. These Homes provide peaceful and comfortable living for the Old destitute Women of above 60 years of age with food, shelter and clothing. Sanctioned strength of these Homes is 30 each. Women above 60 years are given free shelter, food, and clothing for their entire life span
Homes for Collegiate Girls
There are 6 homes functioning in the State at Vizianagaram, Tanuku, Guntur, Tirupati, Warangal and Hyderabad. The intake capacity of these homes range from 30-60. The inmates of Children Homes in the age group of 15 to20 years who have passed 10th class are given admission to pursue their higher studies, and allowed to stay for a maximum period of 5 years. During this period they are provided free shelter, food, books and clothing.
IGMSY is a Centrally Sponsored Scheme, approved by the GOI in October, 2010, under which the grant-in-aid is released to States and Union Territories. It is a conditional cash transfer scheme to be piloted initially in 52 districts across the country. The Scheme is implemented using the platform of ICDS. In Telangana, the scheme is being implemented in the selected districts of West Godavari and Nalgonda
Objectives of IGMSY
To improve the health and nutrition status of Pregnant and Lactating (P & L) women and their young infants by
- Promoting appropriate practices, care and service utilization during pregnancy, safe delivery and lactation
- Encouraging women to follow (optimal) Infant and Young Child Feeding (IYCF) practices including early and exclusive breastfeeding for the first six months
iii. Contributing to better enabling environment by providing cash incentives for improved health and nutrition to pregnant and lactating women
Target Beneficiaries
- Pregnant & Lactating women of 19 years of age and above for their first 2 live births
- The legal age of marriage in India for women is 18 years and hence the age criterion for child birth has been taken as 19 years. This is to encourage marriage and child birth at the right age
- To ensure that the health of the woman is not compromised due to repeated pregnancies and to promote family planning
- All Government/Public Sector Undertakings (Central & State) employees are excluded from the Scheme as they are entitled for paid maternity leave. The wives of such employees are also excluded from the Scheme
The Ministry of W&CD, New Delhi formulated UJJWALA-a Comprehensive Scheme for Prevention of Trafficking, Rescue, Rehabilitation and Reintegration of Victims of Trafficking and Commercial Sexual Exploitation. This Scheme provides food, shelter, clothing, counseling and legal aid to the inmates of Ujjwala Homes.
The State Government introduced Arogya Laxmi Programme which involves spot feeding of “one full meal” for Pregnant and Lactating women at the Anganwadi centre along with administration of Iron & Folic Acid (IFA) tablets. The programme was started on 01.01.2013 in ICDS Projects with most adverse health and nutrition indicators
The one full meal consists of Rice, Dal with leafy Vegetables/sambar, vegetables for a minimum of 25 days, boiled egg and 200 ml milk for 30 days in a month. The one full meal will meet 40-45% of the daily calorie and 40-45% of protein and calcium requirement per day of the pregnant and lactating mothers. Along with the meal, Iron Folic Acid (IFA) tablet is to be administered.
For children between 7 months to 3 years are providing 16 Eggs per month whereas children from 3-6 years were providing 30 Eggs per month
Objectives of “Arogya Laxmi programme”
- Enhance the quality and acceptability of supplementary nutrition by the Pregnant and Lactating women
- Ensure food supplied is consumed by only the Pregnant and Lactating women rather than the whole family
- Ensure that Pregnant and Lactating women consume 90+ IFAtablets.
- Improve the enrollment of mothers at AnganwadiCenters (AWCs).
- Eliminate or decrease the number of Pregnant and Lactating women with anaemia/ who are undernourished.
- Reduce the incidence of low birth babies and malnutrition among children.
- Ensure that Pregnant and Lactating women receive health check ups and immunization.

In view of the difficulty being faced by the pregnant women and parents of sick newborn along with high out of pocket expenses incurred by them on delivery and treatment of sick newborn, Ministry of Health and Family Welfare (MoHFW) has taken a major initiative to evolve a consensus on the part of all States to provide completely free and cashless services to pregnant women including normal deliveries and caesarean operations and sick newborn (up to 30 days after birth) in Government health institutions in both rural and urban areas.

Key features of the scheme
- The initiative entitles all pregnant women delivering in public health institutions to absolutely free and no expense delivery, including caesarean section.
The entitlements include free drugs and consumables, free diet up to 3 days during normal delivery and up to 7 days for C-section, free diagnostics, and free blood wherever required. This initiative also provides for free transport from home to institution, between facilities in case of a referral and drop back home. Similar entitlements have been put in place for all sick newborns accessing public health institutions for treatment till 30 days after birth.This has now been expanded to cover sick infants:
The scheme aims to eliminate out of pocket expenses incurred by the pregnant women and sick new borne while accessing services at Government health facilities.
The scheme is estimated to benefit more than 12 million pregnant women who access Government health facilities for their delivery. Moreover it will motivate those who still choose to deliver at their homes to opt for institutional deliveries.

Janani Suraksha Yojana (JSY) is a safe motherhood intervention under the National Rural Health Mission (NHM). It is being implemented with the objective of reducing maternal and infant mortality by promoting institutional delivery among pregnant women. The scheme is under implementation in all states and Union Territories (UTs), with a special focus on Low Performing States (LPS).

How To Apply
Identify pregnant woman as beneficiary of the scheme and report or facilitate registration for ANC.
MPVs are envisaged as empowered, responsible, socially aware women for fostering leadership in local settings to facilitate police outreach on gender concerns. They will be an interface between society and the police. An MPV will serve as a public-police interface in order to fight crime against women. The broad mandate of MPVs is to report incidences of violence against women such as domestic violence, child marriage, dowry harassment and violence faced by women in public spaces. She will act as a role model for the community. An MPV is an honorary position.
Eligibility Criteria
- MPV should be a female.
- She should not be less than 21 years of age.
iii. The incumbent must possess at least 12th pass certificate.
- She should be from the same geographical area and conversant with the local dialects.
- She must not have been convicted or imprisoned for the violation of any criminal law. vi. No criminal proceedings must have been instituted against her. vii. She should not be a member of any political party.

Schemes for victims of violence
Women suffering from dowry, living below poverty line, who are not getting help from any other department, have filed FIR of harassment in the police station or in the court whose case is under consideration, District Probation Officer, who is also named District Dowry Prohibition Officer Can get help after the approval of the District Magistrate on the application, financial assistance of Rs 125 per month is provided to the eligible woman.

A lump sum assistance of Rs 2500 is provided for legal advocacy to dowry women living below the poverty line, who are not being assisted by other departments under consideration in the court of law.
An application is to be submitted to the office of the District Probation Officer, who is also designated as the District Dowry Prohibition Officer , after the approval of the District Magistrate, such eligible woman is provided assistance.

The implementing agencies can be the Social Welfare/Women and Child Welfare Department of State Government, Women‟s Development Corporations, Women’s Development Centres, Urban Local Bodies, reputed Public/Private Trust or Voluntary Organizations. The organization must have adequate experience in the field of trafficking, social defence, dealing with women and children in need of care and protection, children in conflict with law, etc.

Welfare Schemes
The pension scheme is implemented by the Uttar Pradesh government to provide assistance to destitute women after the death of their husband.

Norms set for application:
The following standards are prescribed for the application: –
- The applicant should be a permanent resident of Uttar Pradesh.
- The husband of the applicant has died.
- The age of the applicant should not be less than 18 years.
- The annual income limit of the applicant and his family should not exceed Rs. 2.00 lakhs per annum from all sources
- The applicant is not receiving pension from any other scheme of the state or central government.
Deadline for disposal of application form:
- For investigation – 45 days
- Block Development Officer / Deputy District Magistrate / Municipal Magistrate – 15 days
- District Monitoring and Sanctioning Committee – 01 month
- For sending funds by NICC to PFMS – 01 month to decide within the prescribed timeframe It is mandatory otherwise the application will be automatically forwarded / approved after the expiry of the above deadline.
Under the scheme of awarding the couple for remarrying after the husband’s death to the destitute woman, the scheme of awarding the couple for remarrying from the destitute women whose husband has died, is operated, provided that he is not an income tax payer. The couple has to submit an application to the District Probation Officer’s office to get the grant within one year from the marriage and after the approval of the District Magistrate, the couple is given an award of Rs 11,000.

STEP scheme is being conducted with the objective of providing training of self-employment to women on traditional enterprises like agriculture, animal husbandry, dairy, matting, horticulture etc. Women are trained with the cooperation of Non-Government Organisations. Proposals of Non-Government Organisations are sent to the Government of India through Empowered Committee constituted under the Chairmanship of Secretary, Women Empowerment and Child Development Department, Government of Uttarakhand.

- Mobilising women in small viable groups and making facilities available through training, access to credit and other inputs.
- Provide training for skill up gradation

The Honourable Supreme Court of India directed to explore alternative opportunities for better livelihood for sex workers and victims of sex trafficking. The proposal of promulgation of Muktir Alo – a comprehensive Scheme for rehabilitation of sex workers and victims of sex trafficking in West Bengal under the Department of Women & Child Development and Social Welfare, Government of West Bengal has been approved in Cabinet Meeting on 13th June, 2014. Subsequently this Notification on implementation of Muktir Alo Scheme in collaboration with experienced and reputed NGO was issued by the Department. Muktir Alo scheme was inaugurated on 4th September,2015 by the Honourable Chief Minister, West Bengal.
West Bengal Women Development Undertaking has been declared as Nodal Agency on behalf of Women Development and Social Welfare Department, Government of West Bengal. This scheme intends to provide opportunities of life with dignity and alternative career opportunities to the sex workers and trafficked victims (female).
Objective
- To provide opportunities of life with dignity to the girls and women who have drawn into the profession of sex work by force or otherwise
- To provide alternative career opportunities for sex workers and victims of sex trafficking who wish to leave the profession through appropriate job training and vocational training for skill up gradation to enable them to start their life afresh through alternative livelihood option;
- To provide ‘Entrepreneurship Development Training’ for making them capable for taking up bankable projects after the training; iv) Influencing small & cottage entrepreneurship
- Influencing small & cottage entrepreneurship with a motive to create viable markets in the domestic as well as overseas.
Beneficiaries
- A female who is a resident of West Bengal and is a sex worker at her prime age and have the willingness to voluntarily abandon her vocation for a dignified social life
- A female who has been rescued by Police and released in the care of family members on Personal Release Bond or by order of the competent court
- A rescued victim of sex trafficking sheltered at a protective Home or released in the care of family and booked as victim girl under ITP Act;
Facilities under the scheme may also be availed by the children accompanying women n the above categories. However, girls above 10 and less than18 years and boys above 7 years and less than 18 years would be shifted to the Children Homes being run under JJ Act.
Swawlamban is a State sponsored scheme for socially distressed women and girls including transgender, trafficked victims, sex workers and women in moral danger of the age group of 18-35 years through which vocational training is imparted in collaboration with NGOs. This scheme emphasizes economic empowerment of socially marginalized women with special emphasis on those who are vulnerable to immoral trafficking
Objectives
- The scheme has been observing the following broad objectives – Developing skill leading to generating of income of the women & girls in crisis situation and from the under privileged section of the society ensuring economic participation of women and transgender in the family.
- Providing ‘Entrepreneurship development training’ for making them capable for taking up bankable projects after the training.
- Influencing small & cottage entrepreneurship with a motive to create viable markets in the domestic as well as overseas.
- Converging different facilities available with the Local Government for all round development of the women & girls.
- Creating scope for alternative source of employment to women & girls in tribal areas, closed tea gardens, hills, islands and slums without any overlapping of similar programme.
Coverage
- The scope of the scheme will be in any rural & urban areas within the jurisdiction of the state of West Bengal .
- The scheme will be implemented by selected NGOs as per criteria, profit making companies registered under Company”s Act and recommendation by the District Authority
- The socially distressed Women & girls including Transgender of the age group of 18-35 yrs. are to be covered in the programme; traffic victims, potential traffic victims, sex workers and women in moral danger be given priority and if necessary the upper age limit for such category of women be relaxed up to 45 years.
- The proposed beneficiaries are to be selected in consultation with BDO/SDO/DSWO/ADM and a list to be submitted duly signed by them after the project is sanctioned.
- Minorities will be given top most priority and twelve(12) such priority districts will see the most viable & feasible projects .
- Indigenous and traditional trades will be opted for undertaking such training programme depending on the nature of availability of raw-materials & scope for marketing of finished products.
“Bharosa-Geriatric Care” under Swawlamban Scheme of the Department of Women Development and Social Welfare
This scheme not only caters to the need of the elderly people but will also provide employment opportunity to the women who are keen to join this profession.
Objective
- To promote knowledge in geriatric care, deal with emergencies, understanding of various geriatric health issues both physical and Psychological;
- To increase skill of handling aspects of geriatric problems
- Behaviour and Communication skill development and also use of geriatric assistance devices
- To maintain proper record and document the intervention plan of the elderly person.
Beneficiaries
- Socially distressed Women of the age group of 18-35yrs, having minimum qualification not below class-X passed and to be selected through process maintained under Swawlamban Scheme; antecedent/background of the beneficiaries is to be verified by police.
- Government / NGO run Home inmates who have minimum educational qualification not below Class X passed.
- Beneficiaries must have proof of identification (Voter’s identity card/Ration Card/ PAN Card).
This is a Centrally Sponsored Scheme for prevention of trafficking, rescue and rehabilitation and reintegration of victims of trafficking. The scheme is implemented through NGOs. Two NGOs, Women’s Interlink Foundation and HASUS are running Home under the scheme in West Bengal. The Directorate of Social Welfare is monitoring implementation and processes proposal for sending those to Government of India through the State Government for sanction of Grants.
Welfare Schemes
At the State Budget for the financial year 2018-19 tabled on 31st January 2018, the Hon’ble Finance Minister, Government of West Bengal, announced a one-time financial grant of Rs. 25,000 for economically stressed families at the time of their adult daughters’ marriages.
The grant, to be provided under the name of “Rupashree Prakalpa”, is aimed at mitigating the difficulties that poor families face in bearing the expenditure of their daughters’ marriages, for which they often have to borrow money at very high interest rates.
Eligibility Criteria
In this Scheme, unless the context otherwise requires:
- This scheme shall apply to any woman who proposes to be married if her application satisfies the following criteria:
- She has attained the age of 18 years AND is unmarried on the date of submitting her application.
- The proposed marriage is her first marriage.
- She was born in West Bengal OR she has been a resident of West Bengal for the last 5 years OR her parents are permanent residents of West Bengal.
- Her family income is not greater than Rs. 1.50 lakhs per annum.
- Her prospective groom has attained the age of 21 years.
- She has an active bank account for which she is the sole account-holder. The bank account must be in a bank that has an IFS Code and an MICR code and transacts e-payments though NEFT.
- The Scheme’s Application form will be available free-of-cost from the following offices:
- Office of the Block Development Officer in case the applicant resides in a rural area
- Office of the Sub-Divisional Officer in case the applicant resides in Municipal area
- Office of the Commissioner in case the applicant resides in a Corporation area

AND must be submitted not less than 30 days and not more than 60 daysbefore the date of the proposed marriage.
PoornaShakti Kendra (PSK) is a ‘Convergence Model’ which aims to bridge the gap between the demand and supply of the services related to women by undertaking realistic estimates of the demand, bringing greater awareness about the women based schemes and programmes of the Government. It serves as a convergence forum which will facilitate all round development of women in all sectors and spheres in the project area.
In west Bengal the Thematic Focus area of Convergence is “Declining Child Sex Ratio”. In the first phase, PSK has been implemented in 11 Gram Panchayats of Manikchak Block of Malda District since FY 2013-14. District Administration, Malda has been providing all the support to PSK.
Strategy proposed for implementing thematic pilots –
- Addressing the key areas for declining CSR
- Sensitisation programme on importance of Girl Child & women empowerment for all level officials & PRIs
- Awareness generation using suitable media strategies through NGOs/CBOs.
- Maintain database of target group & monitoring the attitudinal change & increase participation in Govt. programmes of target group
